Deprecate Pagure and move to GitLab
    
    This commit is the final commit made to the Pagure repo for the DEI Team
    before the repository is set to read-only. The documentation is now
    migrated to its new home on GitLab. This PR finally unblocks #241 and we
    can say goodbye to Pagure and appreciate it for all that it provided for
    us in the last seven years.
