Now that heat-cfntools has removed its dep on Ruby, the cloud image should be able to remove it.
Should it be rebuilt without ruby, or will users have an expectation that it will always be included?
I would +1 build without Ruby now. Users should not have an expectation it will always include Ruby.

The trend is more generally to slim up our images, not the contrary ...
When would a rebuild happen? Is there a monthly image rebuild schedule?

Current nightly builds do not have ruby in them. Tested on 2015/01/14.
