During installation, an alternate key board is chosen (IE dvorak). This setting is not used post-install.
Steps to Reproduce: 1. Install atomic host with an alternate keyboard 2. reboot 3. keyboard layout is not used post installation.

I think (but haven't verified) that this is because the keyboard layout is stored in the initramfs for classic systems. rpm-ostree initramfs --enable is a workaround, but a better fix is to change things so that all client-side state is stored separately (layered initramfs, kernel arguments, etc.)
rpm-ostree initramfs --enable
