Currently Atomic is the only Fedora deliverable that doesn't have a defined set of Release Criteria. Release criteria are a list of things that need to work. I've drafted up a set of criteria for Atomic. Please take a look and let me know if there's anything missing or incorrect.

ADDITION: we should require that Atomic be able to run a system container.
@dwalsh, and you supply a good command-line for a system container which should always run successfully? Using Atomic Run is OK.
