#244 require, supply guidelines for "run" label for container in FLIBS

For containers submitted to FLIBS, the "run" label should be REQUIRED in order to provide users with an example of how to use the container. In many cases, this would be a sample "docker run" command, ideally one which will work with the Atomic CLI.

The problem with using the "run" label for containers which cannot work with the Atomic CLI is that Atomic will try to use that command anyway. It's possible that we want a second, "usage" label for those.

Decision from VFAD:

Either USAGE or RUN is required. RUN is for the Atomic CLI, which submitters are not required to use. If they choose to submit using RUN, (a) it must actually work, and (b) USAGE is not required. If the maintainer does not use RUN, they must submit USAGE instead, which is a human-readable sample command.
