To support emitting fedmsgs from resultsdb, we need more data to be submitted with upgradepath results.
Add the ability for upgradepath to either emit per-package results in place of or in addition to per-update results

In D282 I have implemented both per-build and per-update result submission. But it's worth noting that if we get rid of posting per-update results in the future (i.e. don't include it in TAP and don't send fedmsgs for it), it will simplify upgradepath a lot. It will also reduce the number of infrastructure issues we see, because Bodhi server causes most of our issues - the less we communicate with it, the less it crashes for us. In upgradepath, I wouldn't have to touch Bodhi at all. I'm very much looking forward to it.
