With the switch over to reporting with fedmsgs, depcheck results need to be in a different format so that they can be properly and resonably handled by FMN.

Change the result data returned from depcheck to be per-package or to at least include the list of affected packages

This ticket had assigned some Differential requests:
D322

I would prefer that the current method of output remain available in addition to a list of affected updates.
