As DNF is no longer available in EPEL7, I the etckeeper-dnf subpackage of etckeeper cannot be built for EPEL7 anymore, so it should be blocked.
koji has no ability to block subpackages. It can only block entire src packages.
If you need something to obsolete it, we could add that package to epel that obsoletes old packages that Fedora has. (it's fedora-obsolete-packages, but I suppose we could make a epel-obsolete-packages like it).
