f28-infra-stg tag currently requires autosign permission, which prevents people from moving/ungagging packages from it, which is a standard infra procedure described in Infrastructure Yum Repo SOP. Other corresponding tags (like f27-infra-stg, epel7-infra-stg) have correct permission "infra".
Command to fix it:
koji edit-tag --perm infra f28-infra-stg
