This change DOES NOT require a mass rebuild. The automatic Fedora 28 Mass Rebuild is sufficent.
NOTE: This change was already proposed & discussed on fedora-devel mailing list before the system-wide changes deadline for F28 (https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/thread/5NRUY6KBN6RYM2D6WJIVQZ4HZ4EI2O2Z/), and it was submitted into dist-git before the F28 Mass Rebuild happened.
I have created the wiki page for it & this issue on the rebound, when I have finally found a time for it. My apologies for any inconvenience.
