#5200 Create new build root for perl 5.16 mass rebuild

Perl maintainers would like to upgrade perl to new version 5.16. Because it implies rebuilding all perl packages (more than 1800) we would like to do the builds in separate build-root which will get merged into rawhide at the end.

Please create a new build-root and build-target with a ''perl516'' string in the name that will be inherited from current rawhide (F18).
