I retired the package shortly before f40 was branched. It shows as blocked in f41 but not in f40:

Okay so I ran koji block-pkg f40 perl-Test-Vars for this to block the package in koji which resulted in the following, if this is all required feel free to let me know, I'll mark this ticket as resolved!
