Use global variables instead so URLs are hard-coded once and couple of fixes
    
    - Fix the check if the argument specified is the same as the default as
    suggested by Nicolas Chauvet
    - Fix setting the URL to the koji hub
    - Fix updating the FAS URL in pkgdb2client/utils.py
    - Fix updating the URL of the BZCLIENT object in pkgdb2client/utils.py
