#4579 Not getting any warning when changing monitoring status without login

I'm able to choose option from dropdown monitoring menu even when I'm not logged in. I can't actually change it, but I don't get any warning.

How to reproduce:
1. Go to https://src.stg.fedoraproject.org/rpms/fedocal (Don't log in)
2. Try to change "Monitoring status"

Expected result:
Warning that I'm not logged in

Actual result:
I can pick new "Monitoring status", but it doesn't change

Alternative solution:
Gray out "Monitoring status" field when user don't have permissions to change it. For example not logged in or user don't have write permissions.
