New software: Neuroballad

Short description: Neuroballad is a high level API for simulation of biological neural networks on GPU's, built to facilitate development of circuit-level implementations.

Additional information

Requires Neurokernel/Neurodriver which are GPU based to be installed to use, but does not seem to require them to build. So we can include it but users will have to install Neurokernel/Neurodriver themselves etc.

Neurokernel etc. are optional deps, so we can package these bits without them.
