Upstream bundles, but doesn’t currently use, Jonathan Richard Shewchuk’s “Triangle” library, which is source-available but nonfree. Fedora can’t distribute that at all, so it would have to be removed from the source tarball before even uploading it to the lookaside cache.

Upstream also bundles and requires TetGen, which is licensed AGPLv3. Fedora considers this to be incompatible with GPLv2, which I believe also applies to LGPLv2 (the overall license for GAMer).

However, GAMer is actually LGPLv2+, and AGPLv3 is “sort-of” compatible with GPLv3, so I think it might still be possible to package this as LGPLv3+ package. Probably best to run the details by the legal mailing list first.
