When in testing should this be available without adding an additional source? Currently, unable to find a match.

Also, will this be available as python-dipy or python3-dipy?

If a package supports python3 (which they must since we don't do py2 in F30 onwards), the package will be python3-<packagename>. The python2 variant will be python2-<packagename>.

Testing updates requires enabling the updates-testing repository as mentioned here: https://fedoraproject.org/wiki/QA:Updates_Testing

Everyone other than the primary packager can provide karma to packages in updates-testing.
