If we can use https://release-monitoring.org/ as a target, we can monitor upstream releases directly. This would be the best solution, because when we monitor some linux distribution repository we can miss several upstream versions that were not packaged to the distribution.
I believe this would be another plugin (maybe named upstream or anitya), not a Fedora one. Note that anitya monitors upstream projects, this means taht whenever a message of new version is triggered, this does not mean that Fedora has a new version, it means upstream released a new version.
I do love the idea of monitoring anitya :)
