Initial structure of kiskadee playbook.
    
    	- Add playbook roles to run kiskadee deploy. When
    	new code reaches the master branch, this roles will
    	deploy kiskadee on the development vm.
    	- Add a new step in Jenkinsfile
    	- Add a Vagrantfile to run the deploy locally.
