In the FESCo Policy Documents collection,
there is nothing about package review,
even though that seems like a topic that should be defined by a policy.

I have discovered the following places describing the review process:
1. Package Maintainer Docs: Package Review Process
(imported from a wiki page with the same name)
2. Its subpage Policy for Stalled Package Reviews
(also imported for a wiki page with the same name)
3. In wiki, Packaging Committee#Review Process Exemption Procedure

I could also imagine
that a Review Policy would be under the Packaging Committee,
but @kevin suggested it better belongs to FESCo,
hence this issue.

I will create a pull request for fesco-docs
where I will put what I think is the Review policy
hiding inside the Package Review Process page
so serve as a base for discussion.
