#21 Hand Package Review policies over to their correct owner

Page Policy for Stalled Package Reviews was imported
as part of the mass import from the wiki.
Since it is a policy, it should not be part of the Package Maintainer Docs,
but maintained by the body that defined such policy.
Find out if the policy owner is the Packaging Committee or FESCo
and it over to them.

Most probably, there is also a defined Policy for Package Reviews,
but hidden inside page Package Review Process,
which otherwise contains material that belongs to Package Maintainer Docs.
Split as appropriate and hand the policy over to its correct owner.

Apparently, the Packaging Committee defines the Review Process Exemption Procedure.
Perhaps they also should also own other policies related to package reviews?


I'd say it's a FESCo policy. I can see it going either way, but I think FESCo is more responsible for social/behavior things vs purely technical packaging guidelines.

I can try and ask in the next FESCo meeting, or you could file a ticket there?

I will propose it there.
I will file a FESCo ticket
and create a pull request for fesco-docs
to serve as a base for discussion.
