We create package.cfg file for epel8 branches, epel steering commitee decided not to use it anymore.

@humaton I haven't noticed this is assigned to you when I decided to have a look at the code. The code seems rather easy to modify, so I've sent a PR instead of throwing it away. If this crossed some wires with your work, feel free to close it.
