doesn't have AMI information for these two regions. We have
made AMIs available for these regions. So, hardcode these AMIs
for F28 Cloud-Base

I guess this is a temporary solution, or? We should avoid hardcoding as much as possible.

Yes, this is a very temporary solution. This was due to an issue tracked here that we are currently debugging. It's either an issue in fedimg or a difference in the API response for those regions vs other regions.
