#1039 Replace broken Fedora Atomic link with Fedora CoreOS link

A couple issues (#1037, #1027) have been filed around the broken link in the footer to Fedora Atomic (which has been superseded by Fedora CoreOS).

This PR simply changes the link to the Fedora CoreOS download page instead. If we decide we want another solution (such as just removing the link), I'm happy to make that change instead.
