I would like to have a production fedora-messaging publishing access to be used by the centos webhook app to publish gitlab notifications to fedora-messaging.
I can't use the STG environment because the RabbitMQ port is not reachable outside of its internal network.
This is the same type of work that was done here: #9348 but for a gitlab webhook app, the desired topic would be something like this: org.centos.prod.gitlab.centos.centos-stream-webhooks.push
