For the prod version of notifs-backend, curl -v "https://src.fedoraproject.org/api//0/projects?fork=False&per_page=100&short=True&page=1&owner=jcline" returns HTTP 403. This causes all the rules about packages to fail.

This doesn't happen from the staging instance (or from my laptop).
Fixed. Turns out we had a DOS of src.fedoraproject.org on feb 2nd, and some blocks were put in place to try and mitigate it, and one of those blocks happened to block notifs-backend01. ;(
