Since migration to Mailman3, list owner cannot subscribe addresses on his own. I maintain perl-devel@lists.fedoraproject.org and I have e-mails from pagure@pkgs.fedoraproject.org in the hold queue ("[rpms/perl-Code-TidyAll] New Commits To "rpms/perl-Code-TidyAll" (master) ").
Please either subscribe pagure@pkgs.fedoraproject.org to perl-devel@lists.fedoraproject.org without receiving posts, or stop sending the e-mails to perl-devel@lists.fedoraproject.org list.
Please note that you can tell mailman3 to always allow emails from Pagure. If you go to Manage this list, Header filters, you can add a header "From" with value "^pagure@pkgs.fedoraproject.org$", action Accept.

I don't know. Since than there was no such e-mail delivered to the list or to the moderation queue.
I received two e-mails from pagure to the moderation queue today (2018-02-06T19:31:44.378126) again. The recommend setting does not have any effect.
Note that you should be able to subscribe the user under 'mass operations' -> 'mass subscribe' then go to them under subscribers and set their mail to no delivery.

Ok. I used mass subscribe and then disabled the delivery status.
However, I don't know if the delivery status is disabled now because the web page https://lists.fedoraproject.org/admin/lists/perl-devel.lists.fedoraproject.org/members/options/pagure@pkgs.fedoraproject.org rendering in Firefox shows all radio buttons as unselected. The HTML code is
<label class="radio-inline"> <input id="id_delivery_status_0" name="delivery_status" value="enabled" type="radio"> Enabled </label> <label class="radio-inline"> <input id="id_delivery_status_1" name="delivery_status" value="by_user" type="radio"> Disabled </label>
There's a bug on that. ;(
I don't recall the details though.
@abompard Can you check that delivery setting and refresh our memory on the problem with that form?

Th list has not yet received the particular message since then. So I don't know whether it works.

I can't remember seeing any pagure message.
pagure@pkgs.fedoraproject.org should no longer be sending to this list or anywhere.
These emails should go via notifications, so I think we are all set here.
