Add approved costs for Outreachy stipends to D&I budget sheet
We discussed and approved the costs in #41. The final amount seems to be $6500 USD but it is unclear to me. It is important we log this cost in the budget sheet to correctly document our remaining budget for this fiscal year.
Once the final amount is confirmed, we'll need to make a pull request to the fedora-budget repo. @bex can advise on how to do this.

As @labbott shared in other ticket - the Outreachy flow is changing its logistics slightly. So we should review that for how it would impact Fedora (my reading, mostly just adding more steps and means we need to be on top of approvals more)

If we are going to discuss this, let's do it in a separate ticket where it makes more sense instead of comingling this with a budget issue.
Also, I believe, and I need to talk with @labbott about this, that if Outreach is adding a coordinator we should work to treat it like GSoC internally so that the administrative burden is reduced and we don't invent new processes.
The cost is $6500. It is in the budget.
