This is a gnome design choice by default
To active the minimize/maximize button, you can enable those from the gnome-tweaks [0] - Window Titlebars section (see screenshot)

If you wanted to propose this change to gnome upstream to enable by default - you can open a discussion https://gitlab.gnome.org/groups/GNOME/-/issues

[0] sudo dnf install gnome-tweaks

Yes it solved the issue.
Would like to see gnome tweaks installed by default or as on accessability option that asks the user during the install process if it wishes to install gnome-tweaks :)
