Judy-devel is missing from Code Ready Builder/Powertools repos. This blocks the netdata package (https://bugzilla.redhat.com/show_bug.cgi?id=1767122).
Note that the Judy package exists in AppStream. It is only the -devel subpackage that is missing.
Judy-devel is now part of the CRB (code ready builder) repository of RHEL 8.
EPEL Build is now neither needed, neither possible (guidelines).
