EPEL FAQ and other documents are out of date and broken in multiple places. Project is needed to break out what we want to document, where we want to document it, and put in good documentation and remove bad documentation.
This is a parent ticket to all child tickets to cover this.

EPEL documentation has been migrated to https://docs.fedoraproject.org/en-US/epel/. Several parts have been updated with current information during this process. There are probably more improvements to be made, but that will be an ongoing process that we don't need an issue for.
