In epel7 and epel8, the rpkg-macros is only used by preproc-rpmspec, which has the corresponding change: https://pagure.io/preproc-rpmspec/c/b6673d477e9ac70cf2561bc17a9c734b07b9ae77?branch=master
preproc-rpmspec is used by rpkg-preprocessor plugin in mock but this change doesn't affect it because: https://github.com/rpm-software-management/mock/blob/main/mock/py/mockbuild/plugins/rpkg_preprocessor.py#L117

If it's only used by preproc-rpmspec I have no objection...
I agree with Kevin. If those are the only packages that rely on it, and they are already prepare for the switch, then go for it. I would also send an email out on epel-devel just incase. Let a broader group of people know you are doing this.
