All the packages have version like <A>.<B> where <B> is bumped all the time, but <A> is never bumped. It would be nice if those numbers meant something; e.g. bump <A> if some inter-component compatibility changes, and bump <B> in other situations.

Nope. We agreed to strictly follow bump ups of API version after each change in api, which should help.

That said, the version of copr package should not really matter.
