#2243 Allow frontend to set runtime dependencies

Currently the edit and add method of the ProjectProxy class don't have the runtime_dependencies listed that you can set from the Project's settings page in the copr web UI.

But according to @praiskup on IRC the code is tested here.

Thank you for tracking this here! Yes, it should be enough to add support
into python3-copr, and ideally to copr-cli.
