I tested this on staging today; I went to AWS UI, removed all the copr builders there - and the terminator playbooks failed because the VMs with specified Name were not present. All the VMs were kept in redis database in state=terminating.

We use resalloc since 7ef816a. So we don't maintain the VMs in redis anymore (technically we do with resalloc, but in SQL).
