#400 Publish cloud images for OCI (Oracle Cloud)?

Over the past couple of years, there's been a bit of interest in Fedora Cloud on Oracle Cloud Infrastructure because of its generous free tier, particularly for ARM instances.

Doing this is essentially blocked on switching to Mash, which is tracked in #301. We also need to find out if the Oracle backend relies on FOSS tooling. If it doesn't, then we can't really proceed anyway...

FWIW, I was able to run the regular Aarch64 cloud image after importing it as a custom image.

@ngompa Thanks for bringing this up for discussion! I have a few package reviews for the OCI SDK/CLI right now. In my experience, their cloud accepts most widely used image formats and we might not need to modify anything.

@mhayden we need credentials for uploads and access.

@davdunc Agreed. I think I might have one contact over there. Does anyone else know of someone there to start a conversation?

I know some people from a long time ago. I can check to see if anyone would be interested in putting us in touch with the right people.

So we're not adopting Mash anymore, instead @davdunc is working on an Ansible-based way to upload to clouds.
