#116 LATAM FAD proposal

I was working in a FAD proposal that can you see in this page: https://fedoraproject.org/wiki/FAD:Cusco2017

As you can read in the page, the latam ambassadors have some problems like budget, logistic for swags, colaborators enrollment and fights.

My proposal is to bring togheter one ambassador per country (most representatives) to discuss about these subjects and create some complementary rules, internal council for meeting chairing (preferably people with experience), community growing strategy and budget plan by quarters. Then, these ambassadors will share the conclusions with others in their countries.

I will pending any query, doubt or comment.

The budget you request is rather high and I'm not sure if it is worth
to spend nearly 7.000$ to bring together some people to discuss these
topics. Not that the FAD is not useful, but maybe you can plan it
together with Latinoware or an other main event in LATAM, like EMEA is
doing. You could come together a day or two before/after this event
and make your FAD, this way you would less money and also waist less
time in flying around South-America.

We have a problem here, in Latam we haven't big events until october (Latinoware is in october and FISL was not confirmed) and for that month the problems can be grow. I'm looking for a big event for this quarter in Latam but I haven't luck.

One of big events in Peru this year will be CONECIT (National Meeting of student of Computing, innovation and technology), they wait for 1200 people between students, teachers and professionals, but I think the real attend quantity will be 700 people more less.

Finally, I am a bit concerned when you speak about an internal LATAM
Council....do you need that? I have the feeling you try to create
internal LATAM bodies to have more authority, instead you should try
to speak more to each other and avoid internal fights.

Precisely, the problemsthat I have seen could not be fixed talking to the ambassadors, you can see these two threads in the mailing list for example https://goo.gl/YKUhqH https://goo.gl/3PEhIB. I think that we need a internal and temporal council with authority or leaders with authority by a short time to put order. Then the ambassadors will correct their behavior.

Rules and government bodies are ok, but overruling in an open community is the opposite thing the Council wants to achieve.

In the last months some problems were because we haven't clearly rules about ticket creation, approbation, voting, etc. I pretend to complete some rules to improve this subjects.

Also, FAmSCo is trying to unify the ambassador structure and tools around the world, and your proposal goes in the other direction.

Maybe, but if the famsco wants to uniform the structure can begin with latam ambassadors, I think a change is necessary.

If you can give me more information about the FAMSCo ideas I can change some things in my proposal.

The key for this issue seems to be "mindshare", which I am still planning. I will need another month  or so before I will have all details I need to start something concrete.

If this proposal will be approved maybe we can get result in short time with on site participation/discussion.

So, while I am in favour of a FAD, I would prefer to co-host/organize it with another main event in LATAM world. Regards.

From the Council meeting today, the council is generally in favor.

Good morning all, in these two weeks the proposal was reviewed, we improved and migrated to https://fedoraproject.org/wiki/FAD:Latam_2017

A summary of changes are:
- The "goals" section was included and updated, the internal issues was deleted and were oriented to mission, objetives, strategies and activities.
- The "purpose" section was updated according to goals.
- The schedule was updated to be aligned to the proposed goals.
- Cusco - Peru venue propose was updated (specially the budget)

So, We request a go/no-go decision this week if possible, because the remaining time is one month exactly and the airfares will be more expensive from now.

FAmSCo is already +1 (although in the ticket there are missing votes we have a majority, at least looking at the minutes), as requested by the Council. See https://pagure.io/famsco/issue/426

Looking at https://budget.fedoraproject.org/FY18/overall.html I see that we have the ability to allocate budget for this.

I am +1 to the proposal and am happy to attend as a rep of the council and as FCAIC. It would be good to have the council collaborate on the mission statement conversation :)

@alexove which city is the preferred choice? The budgets are essentially identical.

I propose that if we approve this we allocate $5000 from the unallocated funds pool to the FAD pool. The additional budget is designed for cost-overruns or unexpected changes in things like airfare. It is not a blanket authority to spend with no reason. Ideally the excess can be "clawed back" at the conclusion of the event.

If this is approved, @alexove, let's see about coordinating the purchase of airfare through me so that we can minimize reimbursements (a key issue under discussion) and work around the current lack of a LATAM community card because of a badly timed card expiration.
