#55 systemd-nspawn can't use Fedora Container Base

While I can work around #54 and import Fedora-Container-Base-35-20220127.0.x86_64.tar.xz, it won't start. Seems like either the Fedora Container Base image is not fully OCI compliant, or systemd-nspawn isn't fully OCI compliant.

I'm assuming they both should be OCI compliant, and nspawn should be able to run the Fedora Base Container pretty much out of the box. Is that assumption valid?

Looks like the Fedora Container Base image isn't OCI compliant, and it's in the Container SIGs court what the next steps should be.
