#2 only do things with the denylist file when neessary

Only cleanup the modprobe denylist and run dracut if the module is listed
load the qcom_q6v5_pas module if it was denylisted

I've given the '/usr/sbin/modprobe qcom_q6v5_pas` a good think, and for now I think it might be better to leave it out.

If you want to update it, feel free, or I will merge this and fix it up later today.
