#308 [f37] Add bootupd integration

Download 308.patch

This does what we should have done originally, and copies the
bootupd bits directly from
https://github.com/coreos/fedora-coreos-config/blob/testing-devel/manifests/bootupd.yaml

And uses them via includes.

We're in final freeze so this will have to wait for after the release.

Closing for now as we don't have plans to enable unified core mode for F37.

We can re-open / revisit if we decide to make this happen.
