#151 install default configuration in /usr instead of /etc

This was originally requested in Bugzilla against the Fedora package of waiverdb:

The request is to have waiverdb load default configuration from /usr/share and allow users to override it by creating a new file in /etc.

This is line with the newer approach of avoiding installing configuration into /etc by default, for things like Atomic and systemd "stateless" / "factory reset" support.

WaiverDB gives the chance to specify a custom location for the configuration.
When using the CLI the -C would be helpful in that.
