This was originally requested in Bugzilla against the Fedora package of waiverdb:
https://bugzilla.redhat.com/show_bug.cgi?id=1534180
The request is to have waiverdb load default configuration from /usr/share and allow users to override it by creating a new file in /etc.
This is line with the newer approach of avoiding installing configuration into /etc by default, for things like Atomic and systemd "stateless" / "factory reset" support.
http://0pointer.net/blog/projects/stateless.html
WaiverDB gives the chance to specify a custom location for the configuration. When using the CLI the -C would be helpful in that.
We would close this one. If someone still thinks this should be addressed, please feel free to re-open this.
