If you install waiverdb-cli 0.8.0 afresh and try to create a waiver (even one which does not use the --result-id option and thus does not require any interaction with Resultsdb) it gives an error:
Error: The config option "resultsdb_api_url" is required
Ideally this would be in the config that ships with waiverdb-cli.
Also ideally it wouldn't require that to be configured if it's not going to try talking to Resultsdb.
