CI/CD: Move dev pipeline files into openshift/pipeines subdirectories
    
    This PR
    - moves the dev pipeline template into openshift/pipeines/templates.
    - adds template parameters to openshift/pipelines/jobs.
    - updates README.md accordingly.
    - splits inline Jenkinsfile to a seperated file.
    - modifies function test stage to use the waiverdb-integration-test
    pipeline job as a subroutine.
