build-sys: Use gtk+ 3.0 by default
    
    virt-viewer currenty builds with gtk+ 2.0 by default. Nowadays, gtk+ 2.0 is
    legacy, and this default is inconsistent with spice-gtk which defaults to
    gtk+ 3.0. This commit switches the default to gtk+ 3.0
