vircgroup: Fix build issue mingw cross compile
    
    Commit id '2dbfa716' exposed virCgroupDetectMountsFromFile, but did not
    add the corresponding entry in the "#else /* !VIR_CGROUP_SUPPORTED */"
    section of the module.
