spec: Don't check for storage driver backends in configure script
    
    Explicitly enable --with-storage-scsi and disable --without-storage-zfs
    and --without-storage-vstorage so that the configure script doesn't
    check for them.
    
    Note that --with-storage-dir is enabled by default.
