tags_from restriction
    
    - we can now specify a new option "tags_from" per tag config to
      indicate that only the module build in a tag that matches any pattern
      in that list can be attached into the tag inheritance.
    - add-tag now accepts koji's tag message as the CI_MESSAGE, so that the
      jenkins job can listen to that messages for live update
