Fix license, correct requires
    
    The license line had CC-by-SA, changed to CC-BY-SA
    
    htmlview has been moved from it's own package to xdg-utils.  The
    requires was changed to depend on the specific file rather than
    the package, which will work for F13 as well as earlier releases.
