#4 gnome-software should support package layering for OS extensions

gnome-software supports installing a number of non-application things, which could be classified as OS extensions: fonts, input methods, codecs, translations, etc. The rpm-ostree plugin should support installing these things via package layering.

We do have a separated application for managing the extensions, that was split out of the GNOME Software. https://flathub.org/apps/details/org.gnome.Extensions . There is an RPM gnome-extension-app and the org.gnome.Extensions Fedora Flatpak as well.
