Using a QEMU/KVM VM on Fedora 28 with:
CPU: host-passthrough Q35 chipset UEFI VirtIO tablet + keyboard + VirtIO-GPU + VirtIO-SCSI HDD (QCOW2)
I get through most of the setup, even put in information for the user to be created, but the installer seems to get stuck with the message "waiting for 1 threads to finish". FWIW, I also encountered this with the Fedora28-IoT OsTree installer, but in that case, it seemingly unstuck itself after a while of waiting.

I think this is some sort of race condition; possibly related to the rpmostreepayload. It might also be related to the amount of RAM. (How much RAM did you give the guest here?)
I haven't been able to reproduce this in a brief manual test; doing some automated kickstart installs in a loop might be useful, though the main problem here is extracting useful information from Anaconda.
